The family of any person, sentenced in such city to imprisonment, which is in destitute circumstances, may apply for assistance to the department having the disbursement of the appropriation. Upon the receipt of any such application, the persons in charge of this work shall investigate the facts of the case, taking into account the number of dependents in each case, and shall either refuse or allow such assistance as may be considered necessary.
