Whenever cities and counties of this Commonwealth are authorized to take, purchase, or acquire through condemnation proceedings property for the purpose of erecting thereon public auditoriums, libraries, memorial buildings, and monuments, and to appropriate money for the erection thereon of such buildings, and to provide for their operation and maintenance, such cities and counties shall have the power to jointly take, purchase, or acquire through condemnation proceedings such property as may be necessary for the purpose of erecting thereon such buildings; and jointly to erect the same; and shall have the power to appropriate money from the public funds or by issuance of bonds according to existing laws governing the issuance of such bonds, for the erection thereon of such buildings; and provide for their operation and maintenance jointly.
