In order to secure efficient management and proper ventilation of mines, to promote the health and safety of individuals employed in mines and to protect and preserve the property connected with mines, the operator or superintendent shall employ a competent and practical mine foreman for every mine who shall be under the supervision and control of the operator or superintendent. The operator or superintendent of a mine shall be held as fully responsible as the individual appointed to act as mine foreman. The mine foreman shall have full charge of all the inside workings and the individuals employed in the mine, subject, however, to the supervision and control of the operator or superintendent, in order that all the provisions of this act so far as they relate to his duties shall be complied with and the regulations prescribed for each class of workmen under his charge are carried out in the strictest manner possible.
