The Governor of the Commonwealth is hereby authorized to designate three officers of the Commonwealth as commissioners with power to negotiate with the duly authorized agents of the States of New York and New Jersey a compact, in accordance with the Constitution of the United States, for the regularization of the flow of the Delaware River, the conservation of the water resources of the Delaware Basin, the apportionment thereof among the said States for domestic and municipal supply, and the utilization thereof for power and other beneficial uses.
