All acts or parts of acts inconsistent with the provisions of this act are hereby repealed: Provided, however, That nothing herein contained shall in any manner interfere with or abrogate the present contract or contracts for the printing and binding of the Legislative Journal, or affect the time and manner of letting of future contracts.
