It shall and may be lawful for the several courts of common pleas of this commonwealth, in all cases where under existing laws the court has power to order the public sale of real estate assigned for the benefit of creditors, may decree and approve a private sale, or may confirm a private sale returned under an order for a public sale if, in the opinion of the court, under all the circumstances, as good or a better price can be obtained at private than at public sale upon such notice being given to all lien creditors in such manner as the court may direct.
