The Department of Highways, with the approval of the Governor, is authorized to erect and construct a high level bridge over the Allegheny River, near Freeport, Armstrong County, replacing the Garvers Ferry Bridge and to acquire the necessary land for approaching thereto. The Department of Highways shall not expend more than five million dollars ($5,000,000) in the erection and construction of the bridge.
