The Commonwealth of Pennsylvania agrees to join therein on condition that the city of Philadelphia will bear one-half of the cost of the land and approaches on the Pennsylvania side and share equally with the Commonwealth of Pennsylvania in the one-half cost of the superstructure of said bridge, it being the intention of this act that the Commonwealth of Pennsylvania and the city of Philadelphia shall contribute as their share of said bridge the cost of the land and approaches on the Pennsylvania side and one-half of the cost of the superstructure of the bridge.
