Notwithstanding any provisions in the State Highway Law or any other act to the contrary, it is the clear expression of the intent of this act that the Secretary of Highways is authorized, directed and empowered to negotiate with any city of the first class for an allocation and division of costs and responsibilities for the construction, reconstruction, alteration, repair and maintenance of any bridge or culvert which is a part or continuation thereof of any State highway now upon the State highway system or to be added to the State highway system at any future time, including bridges over navigable and nonnavigable water.
