The opening, construction, reconstruction and maintenance of highways laid out under the provisions of this act shall be done by the Department of Highways in accordance with the provisions of present or future laws governing the relocation, widening, construction, reconstruction and maintenance of State highways, and the opening, construction or reconstruction may be done in sections and shall include the necessary structures and appurtenances.
