The following streets, or sections thereof, in cities of the first class, are hereby adopted by the Commonwealth as State highways, to be taken over upon the terms and conditions, and subject to the limitations hereinafter contained, and thereafter to be maintained, constructed, reconstructed, and resurfaced at the expense of the Commonwealth, upon the terms and conditions and subject to the limitations hereinafter provided.
