The Department of Highways may apply, and thereafter maintain and repaint, along the edges of all three and four lane State highways without curbs, and on the curbs at all intersections on highways in the State highway system, a luminous stripe which shall have sufficient reflection and brilliance so as to effectively warn vehicular traffic from crossing the edge of the highway or intersection and entering on the shoulder or berm.
