Any person who occupies any living quarters or permits another to occupy living quarters owned or under his control in a building over a natural lake or pond which is the source at any time during the year of water used for human consumption, or who deposits refuse, garbage or any other foreign substances in such waters, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be sentenced to pay a fine of three hundred dollars ($300) or to undergo imprisonment for six (6) months, or both.
