32 Pa. Stat. § 772
The dam, spillway, and other works shall be constructed, under the supervision of the Water and Power Resources Board, in accordance with plans and specifications which have been or shall be prepared by or under the direction of the Department of Forests and Waters, and which shall be approved by the Governor. The Water and Power Resources Board, subject to the approval of the Department of Forests and Waters, shall advertise for proposals, and award contracts for the construction of said dam, spillway, and other works in the same manner, and subject to the same conditions, as proposals are advertised and contracts are awarded by the Department of Property and Supplies, under section two thousand four hundred eight of "The Administrative Code of one thousand nine hundred and twenty-nine."
