No individual shall perform services as a pest management consultant for a fee without first obtaining from the secretary an annual license which shall expire on December 31 of each year. Application for a license shall be on a form prescribed by the secretary and shall be accompanied by a fee of twenty-five dollars ($25): Provided, That licensed pesticide applicators; employes of Federal, State, county or municipal agencies when acting in their official capacities; shall be exempt from this licensing provision.
