Section 2625 - State Plan Advisory Board(a) There is hereby established within the Department of State a State Plan Advisory Board comprised of fifteen members for the purpose of advising the Secretary of the Commonwealth on the development of the State Plan required by the Help America Vote Act of 2002 ( Public Law 107-252, 42 U.S.C.§ 15301 et seq. ).(b) The board shall be comprised of the following members:(1) One director of elections from a county of the first class.(2) One director of elections from a county of the second class.(3) The chairperson of the political party with the highest number of registered voters in the Commonwealth.(4) The chairperson of the political party with the second highest number of registered voters in the Commonwealth.(5) Eleven members appointed by the Secretary of the Commonwealth as follows: (i) Seven directors of elections, one from a county of the second class A and one each from a county of the third, fourth, fifth, sixth, seventh and eighth class.(ii) One representative of an organization of disabled Pennsylvania veterans.(iii) One representative of an organization of blind and visually impaired Pennsylvanians.(iv) Two representatives of the public at large, who shall be registered electors of the Commonwealth.(c) The board shall elect a chairman from among its members. Each member appointed by the secretary shall serve for a term of five years. A vacancy shall be filled in the same manner as the original appointment.(d) The board shall meet as needed to fulfill the requirements of this section.(e) Eight members of the board shall constitute a quorum. A vote of the majority of the members of the board is required for the issuance of recommendations in accordance with subsection (h).(f) The board may establish any rules necessary for its operation consistent with the provisions of subsection (e).(g) The members of the board shall receive no compensation for their services on the board but shall be reimbursed by the department for ordinary and necessary expenses incurred in the performance of their duties.(h) The board shall have the power and duty to advise the Secretary of the Commonwealth on the development of the State Plan, which the secretary must develop and submit to the Federal Election Assistance Commission in accordance with the Help America Vote Act of 2002. The board shall make recommendations on all aspects of the State Plan described in section 254 of the Help America Vote Act of 2002.1937, June 3, P.L. 1333, art. II, § 205, added 2002, Dec. 9, P.L. 1246, No. 150, § 3, imd. effective.
