Notwithstanding the provisions of section 305 of the act of December 19, 1990 (P.L. 834, No. 198), known as the "GAA Amendments Act of 1990," the Department of Education may grant a certificate of authority to a for-profit corporation as defined in 15 Pa.C.S. (relating to corporations and unincorporated associations) authorizing the conferring of baccalaureate degrees in the arts, science, philosophy or literature, but only upon students who have completed a college or university course normally covering four (4) years, or such other degrees at the associate, baccalaureate or advanced level as may be specified in the certificate of authority. Certificates of authority under this section shall be granted in accordance with the provisions of 24 Pa.C.S. Ch. 65 (relating to private colleges, universities and seminaries). The qualifications of admission to these four-year courses or to advanced classes in these courses shall be not less than four (4) years of academic or high school preparation, or its equivalent, and shall be subject to the standards promulgated by the State Board of Education.
