Upon the issuance of the certificate of incorporation by the Secretary of the Commonwealth, the "Authority's" existence shall begin. The certificate of incorporation shall be conclusive evidence of the fact that the "Authority" shall be incorporated, but proceedings may be instituted by the Commonwealth to dissolve, wind up and terminate an "Authority" which should not have been formed under this act, or which had been formed without a substantial compliance with the conditions prescribed by this act as precedent to incorporation.
