The county commissioners are hereby authorized and directed, for the purpose of enabling any corporation and body politic having the control and management of a workhouse and inebriate asylum as established under existing law to acquire lands or buildings or to erect buildings or construct or make any improvements that may be deemed necessary by such corporation, to issue bonds and to sell and dispose of the same in the manner provided by law and pay over the proceeds thereof to the said corporation for any of the purposes aforesaid.
