Section 4503 - Civil service commission created; appointments; vacancies(a) There is hereby created a civil service commission, hereinafter referred to as the commission. Each commission shall consist of three commissioners, who shall be appointed by the county commissioners, and who shall be qualified electors of the county for which appointed. They shall be appointed initially to serve the term of two, four and six years, and as terms thereafter expire, shall be appointed for terms of six years. Not more than two members of the commission shall be of the majority, and at least one shall at all times be of the minority political parties.(b) Any vacancy occurring in any commission for any reason whatsoever shall be filled for the unexpired term within a period of thirty days after such vacancy occurs.(c) Each member of the commission, before entering upon the discharge of the duties of his office, shall appear before the court of common pleas and take an oath or affirmation to support the Constitutions of the United States and of the Commonwealth of Pennsylvania and to perform his official duties with fidelity.(d) No commissioner shall at the same time hold an elective or appointive office under the United States Government.1953, July 28, P.L. 723, art.
