In any county in which there is a memorial hall in honor of the soldiers, sailors or marines from such county, the commissioners may acquire additional land adjoining the memorial hall to enhance and preserve the beauty and character of the memorial hall or equip, furnish, decorate and make additions to the memorial hall, or both.
