No order of abatement shall authorize, nor shall the county commissioners employ, any method of extermination which shall in any way affect waters used and useful in the supply of water to the public, whether by a municipality or a water supply company. Man-made pools which allow mosquito propagation are subject to be targeted first, and strategies shall be supported that minimize environmental impact.
