No political subdivision or authority in a county of the second class A may enter into any contract related to a redevelopment capital assistance project as provided under section 318 of the act of February 9, 1999 ( P.L. 1, No.1), known as the "Capital Facilities Debt Enabling Act," which contains a provision requiring that a specified percentage of a contracting party's work force be residents of a specific municipality.
