All rights of action and all other remedies heretofore granted or extended to officers to whom this subdivision applies for the collection of their respective fees are hereby extended, and shall inure to the benefit of the several counties affected by this subdivision for the collection of all fees and costs that may accrue to counties under the provisions of this subdivision.
