Section 1999b - Federal health and welfare programs

Any county may, through the commissioners, enter into agreements with the Federal government, or with any city, borough, town, township, nonprofit corporation or association located or carrying on its functions within such county or serving the residents of such county and which city, borough, town, township, nonprofit corporation or association has or is about to contract with the Federal government or with any agency of State government whereby the Federal government will provide a portion of the funds necessary, payable either to the county or State government or directly to the city, borough, town, township, nonprofit corporation or association for any program not in conflict with an existing or hereafter established state program offered by the Federal government for the promotion of the health or welfare of its citizens and in the furtherance of said programs may comply with conditions, rules or regulations attached by the Federal or State governments.

The county may accept gifts or grants of money, property or services from any source, public or private, and may appropriate such funds as may be necessary to carry out said programs.
