(a) General rule.--Council may dispose of, by contract or otherwise, municipal waste.(b)Contract length.--A contract with the owner of a private facility for the disposal or incineration of municipal waste may be made for a period not to exceed 20 years.(c) Exemption.--The limitation under subsection (b) shall not apply to a contract with a political subdivision or municipal authority.Added by P.L.
