Section 1702 - Registration(a) Improper.-- A registrar, commissioner or clerk who knowingly registers or permits the registration of an applicant not lawfully entitled to be registered commits a misdemeanor of the first degree and shall, upon conviction, be sentenced to pay a fine of not more than $10,000 or to imprisonment for not more than five years, or both.(b) Denial.-- A registrar, commissioner or clerk who, without reasonable cause, refuses to register a qualified elector lawfully entitled to be registered commits a misdemeanor of the first degree and shall, upon conviction, be sentenced to pay a fine of not more than $10,000 or to imprisonment for not more than five years, or both.2002, Jan. 31, P.L. 18, No. 3, § 1, effective in 45 days.
