Section 11016.1 - Appointment of city clerk(a) Appointment.--Council shall appoint a city clerk, whose compensation shall be fixed by ordinance, who meets all the following criteria:(1) Is an at-will employee.(2) Has no property interest in the city clerk's position.(b) Powers and duties.--Council may, by ordinance or resolution, prescribe duties of the city clerk in addition to those established by law. The city clerk shall have the power of a notary public to administer oaths in any matter pertaining to the business of the city or in a legal proceeding in which the city is interested.(c) Custody.--The records of council shall be in the actual or constructive custody of the city clerk and shall be subject to inspection and copying in accordance with the act of February 14, 2008 (P.L.6, No.3), known as the Right-to-Know Law.Added by P.L.
