Section 83.3 - Official master comprehensive plan - Agreements with City of Oklahoma CityA. The Capitol-Medical Center Improvement and Zoning Commission shall make, adopt, maintain and revise from time to time an official master comprehensive plan for the District for the purpose of bringing about the coordinated physical development in accordance with the present and future needs of the District. The master plan shall be developed so as to conserve the natural resources of the District, to ensure efficient expenditure of public funds, and to promote the safety, convenience, prosperity and general welfare of the inhabitants and property owners therein. Such master comprehensive plan shall include, among other things, regulations relative to the location, character and extent of highways, railroads, transportation routes, utility services, buildings, parks, and parkways within the District. The Commission may adopt the master comprehensive plan in whole or in part and subsequently amend or extend the adopted plan or portion thereof. After adoption of the master comprehensive plan, or of any extension or amendment thereof, an attested copy thereof shall be filed for record with the county clerk of Oklahoma County. The Commission shall coordinate such master comprehensive plan, to the greatest extent it deems practical, with the master plan of the City of Oklahoma City and that of the Oklahoma County Planning Commission and the eight-year plan of the Long-Range Capital Planning Commission.B. The Commission is hereby authorized and directed to enter into agreements with the City of Oklahoma City providing for mutual cooperation and joint regulation within the District with respect to:2. Permission to build or to use land;3. Enforcement of building, health and safety codes and inspection to insure compliance therewith; and4. Other matters within the jurisdiction of the Commission. Such agreements may not cede the Commission's final authority and responsibility over the matters entrusted to it by law.
