Notwithstanding any other provision of law to the contrary, the Legislature shall have the management and control of the following space in the State Capitol Building:
The four offices and all space in the approximately one thousand (1,000) square feet of space on the first floor in the area designated as room 105, using January 1, 2001, as the reference point.
