The Ohio Means Jobs workforce development revolving loan fund is hereby created in the state treasury. The fund shall consist of a portion of the proceeds from the up front license fees paid for the casino facilities authorized under Section 6(C) of Article XV, Ohio Constitution. The investment earnings of the fund shall be credited to the fund.
