Section 1501.15 - No incurring of state debt without constitutional authorization

Nothing in sections 1501.12 to 1501.15, inclusive, of the Revised Code, authorizes or permits the incurring of debt by the state of any kind or nature authorized or permitted by the provisions of the constitution of the state in relation to state debt.
