The director shall adopt, pursuant to the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq), regulations concerning the implementation of section 28 of P.L. 1980, c.105, as amended by section 1 of P.L. 1997, c. 293 ( C.54:32B-8.16).
