Upon the request of a project resident of a "congregate housing facility," as defined in section 3 of P.L. 1981, c.553 (C.52:27D-184), the qualified housing agency operating the facility shall provide for a system which permits the unlocking of a door to a building, other than a door to an individual unit, by a remote device or by staff.
