The Commissioner of Community Affairs shall promulgate, pursuant to the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.) such rules and regulations as are necessary to implement the provisions of P.L. 1998, c. 115(C.40:56-71.1 et seq.).
