The Supreme Court may adopt court rules pertaining to the display of a photograph of a homicide victim in court as permitted inconcerning murder and in section 3 of P.L. 1985, c.249 (C. ) concerning other homicide prosecutions. These court rules may include, but shall not be limited to, the following matters to ensure uniformity in all homicide prosecutions:
