Section 711.141 - "Video service" defined
1. "Video service" means the provision by a video service provider over a video service network of multichannel video programming generally considered comparable to video programming delivered by a television broadcast station, cable service or other digital television service, whether provided as part of a tier, on-demand or on a per-channel basis, without regard to the technology used to deliver the video service, including, without limitation, Internet protocol technology or any successor technology.
2. The term includes, without limitation:
(a) Cable service; and
(b) Video service delivered by a community antenna television system.
3. The term does not include:
(a) Any video content, including, without limitation, streaming video content, accessed via a service that enables users to access content, information, electronic mail or other services that are offered via the Internet, regardless of the provider of the video content.
(b) Direct-to-home satellite services, which distribute or broadcast programming or services by satellite directly to the subscriber's residence without the use of ground receiving or distribution equipment, except at the subscriber's residence or in the uplink process to the satellite.
(c) Any wireless multichannel video programming provided by a commercial mobile service provider.
