Section 587.023 - "Certifying agency" defined "Certifying agency" means:
1. An agency authorized under the laws of a state, territory or possession of the United States officially to certify seed and which has procedures and standards that are approved by the United States Secretary of Agriculture to assure the purity and identity of the certified seed; or2.
