Section 482.3837 - "Person with a permanent disability" defined1. "Person with a permanent disability" means a person:(a) With a disability which limits or impairs the ability to walk; and(b) Whose disability has been certified by a licensed physician, physician assistant or advanced practice registered nurse as irreversible.2.
