Section 408.571 - Educational program: Duty of Department to develop; content1. The Department shall develop an educational program concerning bicycle and pedestrian safety which must be: (a) Suitable for children and adults; and(b) Developed by a person who is trained in the techniques of bicycle and pedestrian safety.2. The program must be designed to:(a) Aid bicyclists in improving their riding skills;(b) Inform bicyclists and pedestrians of applicable traffic laws and encourage observance of those laws; and(c) Promote bicycle and pedestrian safety.3.
