Section 284.245 - Statement of Administrator upon refusal to examine or certify; appeal to Commission1. When an appointing authority refuses to evaluate an applicant or, after an evaluation, refuses to certify a person, the applicant or eligible person may request the appointing authority to furnish to the applicant or eligible person a statement of the reasons for the refusal to evaluate or the refusal to certify, as the case may be. The appointing authority shall furnish the statement upon request.2. If an appointing authority refuses to evaluate an applicant or, after an evaluation, refuses to certify a person, the applicant or eligible person may take an appeal to the Commission in accordance with regulations adopted by the Commission.
