The application must be signed by the developer, or by an officer or a general partner of the developer or a person holding a power of attorney for that purpose from the developer. If the application is signed pursuant to a power of attorney, a copy must be included with the application.2. The application must be submitted with the covering page prescribed by the Administrator and accompanied by the required fee.3.
