The county treasurer of the county in which the office of the board is established is the custodian of all funds made available for the use of the board, and the county treasurer shall pay out the funds upon the order of the board. The orders must be signed by the secretary or treasurer of the board of control and countersigned by the president or, in the president's absence, by the vice president of the board of control. The board funds must be kept separate and distinct from all other county funds. The county treasurer to whom board funds are entrusted is liable on the treasurer's bond for the safekeeping of the funds.
