Subdivision 1.Authority and criteria.The commissioner shall adopt rules to implement sections 103F.101 to 103F.151, including:
(1) criteria for determining the floodplain uses that may be permitted without creating an unreasonable public hazard or unduly restricting the capacity of the floodplain to carry and discharge a regional flood;(2) variance procedures; and(3) the establishment of criteria for alternative or supplemental floodplain management measures such as floodproofing, subdivision rules, building codes, sanitation rules, and flood warning systems.Subd. 2.[Repealed, 2Sp1997 c 2 s 32]
