A person may not take a prairie chicken without a prairie-chicken license.
The commissioner may by rule prescribe requirements for the tagging and registration of prairie chickens.
The commissioner may establish a method, including a drawing, to impartially select persons eligible to take prairie chickens in an area. Preference must be given to persons who have previously applied in the general selection but have not been selected.
