Section 401.03 - RULEMAKING AUTHORITY; TECHNICAL ASSISTANCE(a) The commissioner must, as provided in chapter 14, adopt rules to implement this chapter and provide consultation and technical assistance to counties and Tribal Nations to help them develop comprehensive plans.(b) The time limit to adopt rules under section 14.125 does not apply.
