Section 34:3283 - Officers; meetings; quorum; reportA. The commission shall elect annually from among the commissioners a president, a vice president, a secretary, and a treasurer whose respective duties shall be prescribed by the commission. At the option of the commission, the offices of secretary and treasurer may be held by the same person. The commission shall meet in regular session once yearly and shall also meet in special session at the call of the president of the commission or on the written request of three commissioners. The commission shall prescribe rules to govern its meetings and shall fix the place at which meetings shall be held. A majority of the commissioners, not including vacancies, shall constitute a quorum. All actions of the commission shall be approved by the affirmative vote of a majority of the commissioners present and voting. However, no action of the commission shall be authorized on the following matters unless approved by a majority of the total commissioners:(1) Adoption of bylaws and other rules and regulations for conduct of the commission's business.(2) Hiring or firing of the commission's executive director, if any.(3) The incurring of funded, general, or bonded debt, levy of taxes, the call for any tax or other election, and use of eminent domain powers.(4) Sale, lease, or alienation of real property or improvements.B. The commission shall render annually to the West Feliciana Parish Police Jury, within thirty days following the end of each calendar year, a report of its activities and particularly a financial report in detail, disclosing all receipts and disbursements of the commission. Additionally, the West Feliciana Parish Police Jury may, in its discretion, require the commission to prepare or cause to be prepared an annual audit of the books, accounts, and records of the commission by a certified public accountant.C. Vote by proxy shall not be permitted. Any commissioner may request a recorded vote on any resolution or action of the commission.D. The commission shall cause minutes and a record to be kept of all its proceedings, and it shall select a newspaper of general circulation within its territorial jurisdiction as its official journal in which it shall publish its minutes and such official notices as are required by law.E.
