P.R. Laws tit. 2, § 140u
(a) The “Juan José ‘Chejuan’ García Reeducation and Citizen Betterment Award” is hereby established in the Legislature of Puerto Rico, to be conferred to natural or juridical persons who have excelled in their support, dedication, and fervor to fight the social evil of controlled and illegal substances.
(b) The Joint Committee on the Granting of Medals and Awards of the Legislature shall receive nominations of the natural or juridical persons recommended, which shall include proof of the actions that make said person deserving of the Award, in order to better evaluate such nominations.
(c) The Award shall be granted during the month of October of each year.
(d) It shall be the duty of the Joint Committee on the Granting of Medals and Awards of the Legislature to establish the date, time and place for the granting of the Award.
(e) The necessary funds shall be consigned in the Joint Resolution of the General Budget of Expenses of the Government of Puerto Rico under the item of Joint Activities of the Legislature of Puerto Rico.
