(a) A legislative donation may be granted to any natural person or entity to defray part of the expenses needed to participate to represent Puerto Rico in activities of public interest such as contests, competitions, fairs, exhibitions, forums, conferences, workshops, tournaments, concerts, festivals and other similar activities, abroad. A legislative donation may also be granted to any natural person to study abroad, when he/she meets the following requirements:
(1) The corresponding studies or courses are of public interest and are not offered in Puerto Rico;
(2) the applicant is an exceptionally able or talented student of great academic skills in the field he/she will study;
(3) the student has been accepted in a duly recognized educational center.
(b) Every person or entity interested in obtaining a donation under this section shall:
(1) Be an entity that meets the requirements established in § 906 of this title, or is a person of moral integrity who enjoys a good reputation in the community and is publicly recognized for his/her knowledge, art, abilities, skills or performances, in which he/she will participate or represent Puerto Rico aborad or for which he/she has been accepted to study the subject in question.
(2) Submit a proposal which briefly and clearly describes the following:
(A) The way he/she was selected, designated or invited to study, participate or represent Puerto Rico abroad, the type of activity, what way he/she will participate and the relationship or connection the participation or such studies with a public policy duly-promulgated and in effect.
(B) The objective he/she proposes to achieve by studying or participating in the activity in question and the public benefits, credits or use that it will represent for the people of Puerto Rico.
(C) The dates on which the studies or specific activities in which he/she will participate shall be carried out.
(D) The cost of air fare and ground transportation, lodging, per diems and any other expenses needed by the student or persons who will participate in the activity or who will form part of the representation or delegation of Puerto Rico.
(E) The cost of packing and transportation of equipment, instruments, works or materials that shall be taken, the cost of insurance against physical damage, loss or destruction thereof, and for their storage and protection.
(F) Additional financial resources, excluding the matching in cash required in this chapter, that shall be contributed by the entity or by the person from his/her own funds, work or operations to cover all the expenses.
(G) The donations, grants, contributions or help in cash, goods or services of any other nature it shall receive from other agencies or municipalities.
(3) A certification from the head of the agency that implements or executes the public policy with which it is linked or to which the activity to be held abroad attached is bound to the studies to be carried out.
(4) Any other information or documents deemed by the Special Joint Committee on Legislative Donations to be necessary and adequate for the evaluation of the application for the legislative donation.
(c) Every application for a legislative donation to participate for or to represent Puerto Rico abroad in activities of public interest or to study as herein provided, shall be subject to the other provisions of this chapter, insofar as they are compatible with the provisions established in this section.
