(a) Regardless of any other contravening provision of law and subject to the provisions of subsections (b) and (c) of this section, the transfer to the Office of the Superintendent of the Capitol of all public land located within the territorial delimitation designated as the Capitol District in Section 1 of this Act [sic.] is hereby directed.
(b) The term “public land” shall mean those lands that belong to the Government of Puerto Rico, its agencies, entities, and instrumentalities. Lands with buildings where administrative operations are carried out or public services are provided; roads and avenues; and lands belonging to the Senate of Puerto Rico and/or the House of Representatives of Puerto Rico, and/or the Municipality of San Juan are expressly excluded from the meaning of this term.
(c) The transfers directed by this section shall take place through a public document to be registered in the Property Registry within a term of ninety (90) days after the approval of this act. All expenses incurred in this operation, including those that are administrative in nature, shall be covered by the Office of the Superintendent of the Capitol.
